Medi-Cal Administrative Activities Program

Each year, thousands of children in California miss out on basic medical care because their family cannot afford health coverage. To address this issue, the California Department of Health Services established the Medi-Cal Administrative Activities Program. This program allows for Local Educational Agencies to be reimbursed for various activities associated with referring and linking children to health services and the Medi-Cal/Healthy Families program.

Random Moment Time Survey (RMTS) Program

Starting January 1, 2015 Department of Health Care Services (DHCS) has transitioned the new Random Moment Time Study (RMTS) methodology that will replace the worker log methodology that had been the basis of School-Based Medi­cal Administrative Program (SMAA) Program for more than a decade. While the structure of the SMAA Program is still intact, the method of developing statistical data for Local Education Agencies SMAA claims will change.

LEA Billing Option Program

Local Educational Agencies are allowed to be reimbursed for the cost of providing health services to Medi-Cal eligible students through the LEA Billing Option Program. This program was established in 1993 through a partnership between the California Department of Health Services and California Department of Education. Such IEP reimbursable services include assessments, treatments and Targeted Case Management.
