Terry Rohl |
Terry has 47 years experience in accounting, billing, purchasing, marketing, corporate strategic planning and business management. He earned an MA in management, a BSBA in accounting and an AAS in Resource Management technology. Terry's experience includes working in the business office of a California school district as well as at the California School Boards Association (CSBA). While Director of business and financial programs at CSBA, he was instrumental in initiating the Medi-Cal Services Program. He is a founding member of Practi-Cal, Incorporated. He was, and continues to be, a contributor to the development of the on line Practi-Cal MAA module and SpEdCare LEA Billing Option web site. |
Jeffrey A. Vaca |
Jeffrey A. Vaca is the Chief Deputy Executive Director/Chief Operations Officer for the California School Boards Association. Following direction set by the Executive Director and the Board of Directors, he manages CSBA operations by directing and coordinating Association activities, consistent with established goals, policies, and strategic priorities. In his position, Vaca oversees the activities and services of the Association’s departments, including Policy Analysis and Leadership Development, Financial Programs and Policy Services, Governmental Relations, Communications and Corporate Support. His responsibilities also include oversight over the Association’s daily business functions, including financial services, human resources administration, technological infrastructure and facilities management. Vaca joined CSBA as principal director of administration in September 2004, and served as Assistant Executive Director, Administration and Financial Services, from September 2005 until August 2009. Prior to joining CSBA, he spent 13 years as a legislative advocate and policy analyst for the California State University system. He began his CSU career as a legislative analyst in 1991 in the Office of Governmental Affairs, where he later served as governmental affairs specialist, interim chief of staff, senior policy analyst and associate director. |
Dr. Lou Barber |
Dr. Lou Barber has over 39 years of experience in the field of education.He brings the perspective of a user to the program, having administered special education programs, student services, special schools and services at Sacramento City Unified School District, El Dorado Union High School District, Santa Clara County Office of Education and Riverside County Office of Education. Dr. Barber was the assistant superintendent of public instruction and director of the Office of Special Education for the California State Department of Education.He also has been a principal, teacher and school board member.In addition, Lou was responsible for implementing the Medi-Cal Billing Service in Sacramento City Unified School District as well as many other school districts and county offices of education in California.He is currently the president of Lou Barber and Associates, Incorporated. |
Brian Cichella |
Brian Cichella has 20 years of experience working with Local Education Agencies in an array of areas. His expertise and leadership as Division Chief of MCF’s Health Services Division has resulted in the firm’s success and dominance in the area of Medicaid Reimbursement. Brian currently serves on the Board of Directors for (California School Boards Association’s) Practi-Cal, Inc. a leading firm provider of Medicaid services. Brian also serves as a Board Member and Vice President of CSM, Inc., the nation’s leading consultant in E-Rate, and developer of revolutionary software such as ASBWorks, PTAWorks and PTAEZ, online management and accounting software. Brian earned his Bachelor of Science in Business Administration from California State University, San Bernardino. His background includes audit experience of state/federal compliance in Local Educational Agencies and Local Governmental Agencies. |

Chuck Muirhead is a recognized expert in school-based Medicaid and special education programs. He has a strong focus on advocating for our children's health and working with school districts to ensure their fiscal success. Chuck is an experienced leader and speaker with a strong background in organizational strategic planning, training, consulting and leadership coaching. His intuitive and usually humorous characteristics, inspires a call to action in personal and professional development. Chuck enjoys working with emerging leaders and has helped many individuals elevate their careers. His approach inspires people to be leaders in life as well as work. Chuck is a featured speaker for the National Alliance for Medicaid in Education, coaching and inspiring committed leadership for attendees to improve school-based Medicaid and special education programs. Chuck is also CEO/Principal for A&I Advisors Inc, a corporation committed to building healthy partnerships as well as providing leadership development and executive coaching programs. |
Debbie Bickenbach |
Debbie has worked with over 200 California school districts over a period of 18 years in the areas of auditing and consulting. For many years, she worked for the CPA firm Vavrinek, Trine, Day & Co. who specializes in school district finance. Debbie is currently managing the Ontario, California office for Practi-Cal. Practi-Cal is the largest provider of Medi-Cal billing services in California and is a sponsored company of the California School Boards Association (CSBA). Over the course of seven years Debbie has provided over 1,000 hours of training in the Medi-Cal Administrative Activities (MAA) program. She has also participated in various state-wide training over the years and is a certified trainer in the MAA program. Debbie specializes in strategic planning with her clients to maximize the Medi-Cal program in their districts. She works closely with upper management and administration of her clients and has developed a strong rapport with all levels of district staff members to ensure that the Medi-Cal billing goals for her clients are met and supported. |
Frank Biehl |
Frank has in excess of ten years experience working with K-12 local educational agencies as well as numerous state and federal entities. Throughout the State of California, Frank is considered an expert in various Medi-Cal reimbursement programs including the LEA Medi-Cal Billing Option and Medi-Cal Administrative Activities (MAA) programs. Frank is directly responsible for managing our MAA program operations in the northern and central sections of the state. Frank also plays a significant role in the marketing, sales and project management functions of the services we offer to clients. Frank is constantly analyzing the needs of our clients and employs his wide range of expertise to their benefit. |
Renee Kaminski |

Renee Kaminski, R.N. has 20 years of experience working in the health care field, both in her time spent as a Registered Nurse working with critically ill patients, as well as in her roles working with county agencies, health insurance carriers, and the California Department of Health Services. Her deep connection to health care and the most at-risk populations has driven her to her newest endeavor to help improve access to vital health services for our children. Renee also serves as a Director at Practi-Cal, where she has been able to put her extensive knowledge of healthcare, medical and compliance issues to use. She has collaborated with school districts, state and federal organizations, insurance companies and service providers to implement successful reimbursement programs. Her hard work and dedication ensures students receive the care they need, while these agencies receive necessary reimbursements and service providers experience increased revenues Renee’s previous experience encompasses work as a Medi-Cal Project Manager for the LA County Office of Education, Quality Assurance at Maxicare Los Angeles for the Medi-Cal population, LACare working on behalf of California Children Services and as a Workers Compensation Case manager for several companies. Her broad experiences over the last two decades have given her the skills necessary to develop lasting partnerships, which will improve the health of our communities, and leave a lasting impact on the future of our youth. |
